Thanks for sharing this important issue.
I just wonder if the programs you mention have evaluations done, because it is crucial to any good project design that a proper monitoring and evaluation is done alongside the implementation of the project.
May be the social diagnostic of the whole problem has not been accurate or there has not been used a participatory methodology, or the resources and the satakeholders have not being properly addressed.
Once you have a good although small pilot project results you can disseminate the program elsewhere and a good practice can do the trick to convince politicians to allocate funding for expanding the project. .
