In order for that argument to hold, men must be failing to meet their share of the financial responsibility for their children. 93 women currently serve in the US 111th Congress - that is 17% - and that is a damn record - and it’s pathetic. Since 1917, there have been a total of 260 women that have served in the House and Senate - and that total is still not ½ of 1 Congress.
